EU Moves Towards Sanctions on Israel Over Gaza Humanitarian Crisis
Gaza humanitarian crisis: For over two years, most European Union (EU) countries have supported Israel in its war against Hamas in Gaza. However, with the growing global outcry over civilian suffering, famine, and destruction, that support is starting to erode fast. Prime Minister Benjamin Netanyahu’s far-right government is now facing increasing isolation—even from traditional allies in Europe.
Proposed Sanctions Signal Growing EU Frustration
In a significant move, EU commissioners have backed a proposal to exclude Israeli companies from parts of the Horizon Europe research programme. This applies specifically to sections funding defence and dual-use technologies, including military startups. If approved, it would mark the first formal EU sanctions against Israel since the conflict escalated on 7 October.
The proposed sanction highlights deepening frustration among EU member states over the worsening humanitarian situation in Gaza. The issue will be discussed today by ambassadors in Brussels. The proposal needs approval from a qualified majority, meaning 55% of member states representing two-thirds of the EU’s population.
Even Close Allies Begin to Shift
While Israel’s foreign ministry has vowed to take the proposed action, arguing it “only serves to strengthen Hamas,” support for Israel is waning. Dutch Prime Minister Dick Schoof stated that the Netherlands would back the proposal if Israel were found in breach of Horizon Europe programme rules.
Change in Stance Comes Quickly
The shift in Brussels has happened quickly. Just two weeks ago, EU states were not aligned on any sanction options. Instead, the Commission was working on a new aid deal with Israel. But Commissioner Dubravka Šuica admitted Monday that the deal was only “partially implemented,” blaming unsafe delivery conditions. The EU now expects Israel’s cooperation to ensure humanitarian aid reaches Gaza.
